拒绝学生欺凌,守护成长净土丨合肥新华公学融合部小初开展法治教育专题讲座
为切实增强学生法治意识,有效预防学生欺凌,营造安全和谐的校园环境,2025年11月14日下午,合肥新华公学特邀请上海中联(合肥)律师事务所葛志鹏律师,为融合部1至8年级学生带来了一场主题为“让欺凌归零,为成长续航”的预防学生欺凌法治教育讲座。讲座现场互动热烈,学生们积极参与,收获颇丰。
To effectively enhance students' legal awareness, prevent school bullying, and create a safe and harmonious campus environment, Hefei Xinhua Public School specially invited Lawyer Ge Zhipeng from Shanghai Zhonglian (Hefei) Law Firm to give a legal education lecture themed "Zero Bullying, Escort Growth" for students in Grades 1 to 8 of the Integration Department on the afternoon of November 14, 2025. The lecture was warmly interactive, with students actively participating and gaining a lot.

讲座伊始,葛志鹏律师结合《未成年人保护法》,用通俗易懂的语言为同学们清晰界定了学生欺凌的概念——即发生在学生之间,一方蓄意或恶意通过肢体、语言及网络等手段实施欺压、侮辱,造成另一方人身伤害、财产损失或精神损害的行为。随后,他通过详实的数据展开分析:联合国教科文组织调查显示全球约三分之一儿童遭受过欺凌,2024年日本学生欺凌事件达近77万起,而中国教育追踪调查数据也直观呈现了学生欺凌的现状。这些数据让同学们深刻认识到学生欺凌的普遍性与严重性。
At the beginning of the lecture, Lawyer Ge Zhipeng clearly defined school bullying for the students in plain language in combination with the "Minor Protection Law" - that is, acts of oppression and insult intentionally or maliciously carried out by one party against another among students through physical, verbal, online and other means, resulting in personal injury, property loss or mental damage to the other party. Subsequently, he analyzed with detailed data: a survey by UNESCO shows that about one-third of children in the world have suffered from bullying, and the number of school bullying incidents in Japan in the 2024 fiscal year reached nearly 770,000. Data from the China Education Panel Survey also intuitively presented the current situation of school bullying. These statistics made the students fully realize the prevalence and severity of school bullying.

接下来,葛律师详细讲解了身体欺凌、语言欺凌、社交欺凌和网络欺凌的具体形式,通过“起侮辱性绰号”“孤立排挤同学”“网络传播隐私”等贴近学生生活的案例,让大家学会辨别欺凌行为。现场设置的互动答题环节更是点燃了同学们的参与热情,当被问及“小明被起难听绰号属于哪种欺凌”“小刚阻止同学和小红玩耍是什么类型欺凌”等问题时,同学们积极互动,踊跃参与问答,不仅巩固了所学知识,更展现了同学们维护正义的担当精神。
In the session on the types and manifestations of school bullying, Lawyer Ge explained in detail the specific forms of physical bullying, verbal bullying, social bullying and cyberbullying. Combining with cases close to students' lives such as "giving insulting nicknames", "isolating and excluding classmates" and "spreading privacy online", he helped everyone learn to identify bullying behaviors. The interactive question-and-answer session set up on site aroused the students' enthusiasm for participation. When asked about questions such as "What kind of bullying is it when Xiaoming is given ugly nicknames" and "What type of bullying is it when Xiaogang stops his classmates from playing with Xiaohong", the students actively interacted and enthusiastically participated. This not only reinforced their acquired knowledge but also demonstrated their sense of responsibility in upholding justice.

随后,葛律师分别从欺凌者、被欺凌者和旁观者三个角度进行剖析,强调欺凌者可能面临纪律处分甚至刑事责任,被欺凌者会遭受身体、心理、学习和社交多方面的伤害,而旁观者的作为或不作为也会对事件走向产生重要影响。
Lawyer Ge analyzed from the perspectives of bullies, victims and bystanders respectively. He emphasized that bullies may face disciplinary sanctions or even criminal liability, victims will suffer physical, psychological, learning and social harm, and the actions or inactions of bystanders will also have an important impact on the development of the incident.
最后,在“如何应对学生欺凌”的实用技巧分享中,葛律师建议同学们既要通过“不显露财物、友善相处、提升自我防护能力”等方式避免成为欺凌目标,也要在遭遇欺凌时保持冷静,机智应对,及时向老师、家长求助,并学会保留证据。他呼吁大家拒绝成为欺凌者的帮凶,不做冷漠旁观者,在能力范围内向被欺凌者伸出援手,共同构建和谐平安的校园。
In the sharing of practical skills on "how to deal with school bullying", Lawyer Ge suggested that students should not only avoid becoming bullying targets by means of "not showing property, getting along friendly, and improving self-protection ability", but also stay calm and respond wisely when encountering bullying, seek help from teachers and parents in a timely manner, and learn to preserve evidence. He called on everyone to refuse to be accomplices of bullies, not to be indifferent bystanders, and to lend a helping hand to victims within their capabilities, jointly build a harmonious and safe campus.
本次法治教育讲座内容丰富、案例生动,互动环节的设置让同学们从被动倾听变为主动参与,不仅帮助大家认清了学生欺凌的危害,掌握了应对欺凌的方法,更树立了正确的法治观念和自我保护意识。同学们纷纷表示,今后会坚决对校园欺凌说“不”,用实际行动守护校园的纯净与美好。
The entire lecture was rich in content and vivid in cases. The setting of interactive links turned students from passive listeners into active participants. It not only helped everyone recognize the hazards of school bullying and master the methods to deal with bullying, but also established a correct legal concept and self-protection awareness. The students unanimously said that they would resolutely say "no" to school bullying in the future and guard the purity and beauty of the campus with practical actions.
